Built Environment


Public Sector
The Irish Energy Centre’s public sector program is divided into 3 categories:

  1. Public Sector Programme, which looks at the realisation of energy saving opportunities in state buildings through a variety of actions. This performance analysis of buildings is carried out using BEMS.
  2. Dept. of Education, which looks at the introduction of systematic and co-ordinated energy efficiency actions in this Govt. Department.
  3. Dept. of Defence, provides for the provision of advice to the Dept. of Defence in addressing energy efficiency and conservation.

Legislation
In the area of legislation, the Irish Energy Centre values the Building Regulations as an instrument to ensure adherence to optimal standards on energy efficiency applicable in an Irish context. To this end the Centre has been consulted in the preparation of the recently revised Technical Guidance Document Part L: Conservation of Fuel and Energy which introduced a new assessment of buildings on the basis of heat energy rating. This ensures that all those involved in new building development comply with established minimum energy efficiency standards for the building fabric.

The Centre has also developed a software package to complement the regulations which will assist architects and developers calculate the heat energy rating for a new building thereby to check compliance and facilitate completing the required submission documents. Equally it will provide of energy performance information which may be used as a means of conveying to buyers the energy efficiency advantages of dwellings which comply with the Building Regulations.
